The Pittsburgh Federal Executive Board (FEB) has chosen to highlight the following examples of mission-related accomplishments for 2006. Other mission-related accomplishments are provided in detail in the attached annual report. One major area of emphasis during the past year was on Emergency Preparedness and Continuity of Operations. We strengthened our emergency planning and preparedness through training, executive education, and tabletop exercises. The FEB's Continuity of Operations Working Group was the catalyst for many of these activities, as well as a strong partnership with the Federal Emergency Management Agency. All but one of the events were given at no cost to the Federal agencies and local governments.

The OIGs efforts were directed toward implementing the OIGs fiscal year (FY) 2010 strategic and operational plan and budget; performing audits, inspections, and evaluations of FCA programs and operations; conducting investigations, as necessary; independently and confidentially surveying Farm Credit System (FCS or System) institutions regarding the effectiveness of the Agencys examination function and examiners; and providing objective, independent reporting and counsel to the Agency Chairman on FCA programs and operations.

The FY2009 Annual Report focuses on the specific accomplishments related to the agency's core dual mission, coupled with the agency's recognition that in order to thrive in the context of both budget restrictions and an ever-changing security environment, its personnel deserve opportunities to grow through regular training and networking events. The Service's role within the Department of Homeland Security continues to evolve and grow in relation to its protective and investigative mission. The Department and others recognize its ability to provide a safe and secure environment for those it protects while working quality financial crimes investigations that have great impact on the general public. The Secret Service has long recognized the work and commitment of our personnel; it represents the single most important factor in the success of its mission. To that end, in fiscal year 2009 (FY-2009) the Service continued its focus to recruit, hire and retain a qualified, talented and diverse workforce. In FY-2009, the Service recruitment staff attended 370 job fairs aimed to attract applicants with varied education and experiences, as well as diverse racial and ethnic backgrounds. All who attended came with the common goal of serving the agency and this nation. Currently upwards of 6,700 dedicated men and women across the United States and around the world serve with distinction as special agents, Uniformed Division officers and administrative, technical and professional personnel. Due to their efforts, the Secret Service remains the benchmark for physical protection and continues to be recognized for our expertise in financial and computer-related crimes.

This Semiannual Report to the Congress summarizes the activities and accomplishments of the Farm Credit Administrations (FCA or Agency) Office of Inspector General (OIG) for the period April 1 through September 30, 2008. The OIGs efforts were directed toward operational and audit planning; performing audits, inspections, and evaluations of FCA programs and operations; conducting investigations, as necessary; independently and confidentially surveying Farm Credit System (FCS or System) institutions regarding the effectiveness of the Agencys examiners and examination function; and providing objective, independent reporting and counsel to the Agency Chairman on FCA programs and operations. During the period, the OIG issued two audit reports. On May 20, a final audit report on Efficiencies Realized Through Outsourcing was issued. This audit evaluated the outsourcing of the Agencys financial services to the Bureau of the Public Debt (BPD). On June 18, a final audit report on Information Technology (IT) Infrastructure Project Management was issued. This audit determined if FCA used sound project management practices to minimize risks associated with making significant changes to the information technology infrastructure.

This is the semiannual report on the activities of the Farm Credit Administration's (FCA or Agency) Office of Inspector General (OIG) for the period October 1, 2007 through March 31, 2008. This is the thirty-eighth report since the establishment of the OIG on January 22, 1989. The OIGs efforts were directed toward operational and audit planning and performing audits, inspections, and evaluations of FCA programs and operations; conducting investigations, as necessary; independently and confidentially surveying Farm Credit System (FCS or System) institutions regarding the effectiveness of the Agencys examiners and examination function; and providing objective, independent reporting and counsel to the Agency Chairman on FCA programs and operations. During this reporting period, the OIG volunteered for a peer review of our investigative function. It was conducted by the Office of Inspector General of the Securities and Exchange Commission. Their review determined our investigative function was in compliance with the Presidents Council on Integrity and Efficiency (PCIE) and the Executive Council on Integrity and Efficiency (ECIE) guidelines. See page 9 for details. Also during this period, the independent financial audit of FCA for 2007 was concluded and two OIG initiated performance audits remained ongoing. No investigations were initiated.

This Semiannual Report to the Congress summarizes the activities and accomplishments of the Farm Credit Administrations (FCA or Agency) Office of Inspector General (OIG) and covers the period April 1, 2005 through September 30, 2005. Our efforts were directed toward performing audits, inspections, and evaluations of FCA programs and operations, conducting investigations, and providing technical assistance and advice on FCA programs. FCA Chairman and Chief Executive Officer, Nancy C. Pellett, made substantive changes in Agency senior management and in its organizational structure. These changes were based on extensive studies of FCA operations and structure. With such changes, there are opportunities to bring about significant improvements in the Agencys operations and performance. Indeed, many Agency processes have already undergone reengineering. The OIGs audit plan for 2006-2007 includes a review of the more significant of these reengineered processes. The number of unresolved recommendations has decreased. The Chairman has demonstrated a commitment to resolve open recommendations and address the management challenges delineated in this report by committing resources and attention to their correction. The Agency is currently in a cycle of change that is creating the opportunity for the further strengthening of Agency performance and effectiveness as a Federal financial regulator.
